After conducting 6 times research on the implementation of the Law on Villages and the Lake Toba Region (KDT) from 2017 to 2020, on 18-19 May 2022 the North Sumatran Civil Society Advocacy Network (JAMSU) held an audience with several ministries including the Ministry of Home Affairs, Ministry of Village Development Disadvantaged Regions and Transmigration (Kemendesa PDTT), and the Ministry of Tourism and Creative Economy (Kemenparekraf). JAMSU is a network of civil society organizations located in North Sumatra which consists of BAKUMSU, KSPPM, BITRA Indonesia, YAK GBKP, Petrasa, YDPK and YAPIDI.
The arrival of the 3 (three) ministries of JAMSU is a form of concern for development that is taking place in rural areas at this time which is considered to be still top-down , not yet participatory, not maximally involving local communities and tends to ignore the economic, social and cultural rights (EKOSOB) of local communities. . That’s the conclusion of the research that JAMSU did.
During his visit to KEMENPAREKRAF on, (19/5), JAMSU was received by Oneng Setya Harini, Deputy Secretary for Destination and Infrastructure Development. On this occasion, JAMSU submitted research results related to the impact of tourism development policies in the Lake Toba Region, which include the threat of neglect of customary systems, potential for conflict and marginalization, threats to an increase in water ecological crises and other potential ecological disasters, threats of neglect of community-based tourism management. industry-based, as well as the threat of shifting and decay of the local culture of the community.

This proves that the Government is committed to developing Indonesia from the margins. However, it turns out that expectations are still far from expectations.
JAMSU assesses that physical development for infrastructure that has been disbursed from village funds is not comparable to community empowerment. The level of community welfare is also not directly proportional to the village funds used for physical development, the many regulations that overlap and are not in harmony with other laws and regulations, not to mention the presence of the Job Creation Law with its derivative regulations that intersect with the Village Law further eliminates the authority of the Village.

Fahri hopes that the study that has been carried out by JAMSU, can be used as evaluation material by the Ministry of Villages to be able to improve the performance of the village government in the future and can provide monitoring of the effectiveness of the budget issued for village improvement.
