President Joko Widodo is aware of the large number of people living around forest areas in Indonesia who depend on forest resources for their livelihoods. However, most of them, who incidentally are poor people, do not have legal aspects to forest resources. Therefore, as the government’s effort in overcoming the problem of poverty in rural areas, both in and around forest areas, President Joko Widodo instructed the Ministry of Environment and Forestry to take concrete steps, one of which is the realization of a social forestry policy that provides access to space for resource management. forest for community members in and around the forest.<\/p>\n\n\n\n

\u201cI noted that there are 25,863 villages in and around forest areas, 71 percent of which depend on forest resources for their livelihood. There are 10.2 million poor people living in forest areas who do not have legal aspects of forest resources,” said the President in a limited meeting on social forestry at the Presidential Office, Jakarta, Wednesday, September 21 2016.<\/p>\n\n\n\n

On the occasion, the President said that the realization of social forestry through various existing schemes was not yet optimal. For example, the Community Plantation Forest Scheme, from the initial target of 5.4 million hectares, in 2014 only realized 702 thousand hectares or about 13% of the original target. People’s Plantation Forest Permits issued by a number of regents only reached 188,000 hectares. The Village Forest Scheme and the Community Forest Scheme are not much different. From the initial target of 2.5 million hectares, only 610 thousand hectares have been realized.<\/p>\n\n\n\n

\u201cI ask that all obstacles in realizing social forestry can be overcome immediately. I ask the Minister of Environment and Forestry to immediately simplify regulations and procedures so that social forestry is easily accessible to the public,” said the President in response to the data.<\/p>\n\n\n\n

In particular, the President instructed the government to pay more attention to the rights of indigenous peoples by immediately issuing a determination of customary forest, especially for those who have met the requirements.<\/p>\n\n\n\n

“Please underline that customary forest is very important,” he added.<\/p>\n\n\n\n

Regarding the sustainability of forest resource management by local residents, in the future, President Joko Widodo also does not want the government’s role to be limited to providing legal access and social forestry permits. The President wants the public to be given knowledge and technical capabilities to strengthen the community’s ability to run their businesses and live their lives.<\/p>\n\n\n\n

“This must be followed by follow-up programs to strengthen the ability of residents living around forest areas, starting from the preparation of production facilities and infrastructure, training and counseling, access to market information, access to technology, access to finance, and post-harvest preparation,” the President said at the same time closing the introduction.<\/p>\n\n\n\n
