{"id":6239,"date":"2019-04-23T17:45:00","date_gmt":"2019-04-23T10:45:00","guid":{"rendered":"http:\/\/bitra.or.id\/2012\/?p=6239"},"modified":"2022-01-17T17:47:24","modified_gmt":"2022-01-17T10:47:24","slug":"nature-of-this-country-is-still-under-pressure-from-various-burdens","status":"publish","type":"post","link":"https:\/\/bitra.or.id\/2012\/nature-of-this-country-is-still-under-pressure-from-various-burdens\/","title":{"rendered":"Nature of this country is still under pressure from various burdens"},"content":{"rendered":"\n<ul class=\"wp-block-list\"><li><em>On this International Earth Day, Mongabay highlights various earth problems from all over the country, from Sumatra to Papua.<\/em><\/li><li><em>In Papua, the flash flood in Jayapura City is a warning for all parties to care about the environment, among others, by maintaining the cleanliness of Lake Sentani, and stopping building in the lakeside swamp that should be a water storage area.<\/em><\/li><li><em>In Riau, environmental activists celebrated Earth Day by protesting the province&#8217;s RTRW.&nbsp;They questioned, among other things, peat protected areas which only accommodated about 21,000 hectares in the RTRW Regional Regulation.&nbsp;In fact, the ecological disaster of smog due to forest and land fires in Riau, the majority occurred on peatlands which were partially covered by company permits.<\/em><\/li><li><em>From North Sumatra, talk about deforestation continues, especially by extractive businessmen from timber plantations to palm oil.&nbsp;Likewise in North Maluku, environmental degradation continues, with many mines and monoculture plantations such as oil palm.<\/em><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Oheeime.&nbsp;That&#8217;s the name of the Ohee house or the big house of the Ohee Tribe, which is located in Yoka Village, Heram District, Jayapura City, Papua.&nbsp;This house was built in 1967, a year before Agustinus Ohee, the son in this family was born.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The floor height of the house from the bottom of the lake is almost two meters.&nbsp;Like the houses of residents on the outskirts of Lake Sentani, the pillars of this house are made of sowang wood, endemic to Papua, which is known to be strong and water-resistant.&nbsp;Although built on water and old, this house is still strong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was born on the outskirts of Lake Sentani.&nbsp;I learned from small to large on the outskirts of this lake.&nbsp;I swim, row the boat.&nbsp;Big boats, small boats are still able to do this,\u201d said Agus, last weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Behind this house, there is a&nbsp;<em>parapara<\/em>&nbsp;(seating) overlooking the expanse of Lake Sentani and the Cycloop Mountains.&nbsp;Agus is now a painter, usually spending the afternoon in this house.<em><\/em><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From here the sun sets just below the Cycloop&#8217;s feet.&nbsp;The color of the twilight that reflects over the expanse of the lake is a luxury for those who can enjoy this place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not infrequently Agus&#8217;s friends, who live in Jayapura City, come to spend the afternoon drinking coffee or eating papeda with fish from this lake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, the house is empty.&nbsp;The rear&nbsp;<em>parachutes had also been washed away.&nbsp;<\/em>A month ago, along with flash floods that hit Sentani City, the lake water rose.&nbsp;The houses built on the lake, including Oheeime are submerged.&nbsp;You can see traces of water level on the walls of the house, past the floor of the house up to half a meter.<em><\/em><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Heavy rain, night&nbsp;<em>until<\/em>&nbsp;morning.&nbsp;We&#8217;re following the progress,&nbsp;<em>oh<\/em>&nbsp;, the water&#8217;s up.&nbsp;We&nbsp;, the people of the lake, must&nbsp;<em>know&nbsp;<\/em><em>the<\/em>&nbsp;progress.&nbsp;We think we don&#8217;t&nbsp;<em>have to<\/em>&nbsp;lift all the things, let&nbsp;<em>&#8216;s just move<\/em>&nbsp;what&#8217;s on the floor, let&#8217;s leave it on the table.&nbsp;Turns out, the calculation was wrong.&nbsp;The water beats up on the table too.&nbsp;Finally, everyone&nbsp;<em>slides<\/em>&nbsp;out, leaving&nbsp;<em>the<\/em>&nbsp;house empty.&#8221;<em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flash floods hit Jayapura Regency, including Agus&#8217; house, which is on the shores of Lake Sentani.&nbsp;Hundreds of casualties.&nbsp;Data from the Jayapura District Flood Disaster Command Post stated that this 104 km2 lake submerged up to 1,568 houses.&nbsp;This number does not include houses that enter Jayapura City like Oheeime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agus said that from his parents&#8217; story, the lake water overflowed like this around 1962 or 1963. The water level at that time was the benchmark for his father to build this house.&nbsp;Years after that, although the water rose but only 10 cm below the floor of the house, then fell again.&nbsp;Now, in 2019, the water is rising beyond the house&#8217;s boundaries and forcing them to evacuate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even though the lake water started to recede, it looked like the houses were still empty.&nbsp;With his family, he lives in Agus&#8217; studio which is on the mainland.&nbsp;The other family fled to the village government building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Agus, the increase in lake water is a sign that new houses must be built.&nbsp;The floor of the house must be higher than now.&nbsp;If later the lake water rises again, the house is still safe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;People are moved from the outskirts of Lake Sentani to the land, it&#8217;s difficult.&nbsp;Life and traditions have always been like that.&nbsp;He was embedded in the lakeside.&nbsp;If it is possible in the future, it will be increased again, for example, how much from 2019.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a resident, Agus is waiting for an agreement between adat and the government after the disaster, especially the arrangement of development on this lake.&nbsp;&#8220;I am an ordinary person who adapts to what will be agreed upon.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This disaster, he said, also served as a warning for all parties to care about the environment, among others, by maintaining the cleanliness of the lake and stopping building in the lakeside swamp which should be a water storage area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8221;&nbsp;<em>There<\/em>&nbsp;&#8216;s a lot of development there.&nbsp;In fact, it&#8217;s a water storage area.&nbsp;Water enters the area so that the water discharge increases but decreases because it is stored there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This disaster in Papua, could be an illustration of how the earth has been so depressed by various developments and land uses that do not pay attention to sustainability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Riau, Sumatra, concerns for the earth also come from environmental activists.&nbsp;The Riau Forest Rescue Network (jikalahari) together with the Wahana Lingkungan Hidup Walhi, Riau, are trying to review the Riau Spatial and Regional Planning Regulations (RTRW) to the Supreme Court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are worried that if this regional regulation is implemented, it will pose an even greater threat to nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sunday, (4\/21\/19), while welcoming International Earth Day, they held a peaceful protest calling for the saving of the Malay world by opposing the RTRW Regional Regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They stretched a 15-meter-long banner and asked road-goers to sign their support for a white cloth.&nbsp;Most of the people who provide support do not understand the Riau RTRW, but agree with efforts to save the earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the Riau RTRW Regional Regulation Number 10 was passed on May 8 2018, Jikalahari assessed that the regulation prioritized the interests of a group of entrepreneurs and companies without considering the ecological space as well as the community management space.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Besides the ratification seems forced, the Riau RTRW Regional Regulation also does not pay attention to higher regulations,&#8221; said Arpiyan Sagita, the advocacy and campaign division of Jikalahari.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Devi Indriani from Walhi Riau, said that several contradictory regulations include the 1999 Forestry Law, the Environmental Protection and Management Law, the 2014 Regional Government Law, and the 2016 Government Regulation on Procedures for Conducting Strategic Environmental Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mistake of the DPRD and the Governor of Riau, he said, was in ratifying the Riau RTRW when they ignored the letter from the Minister of Environment and Forestry, which had not yet approved the validation of the strategic environmental study.&nbsp;In fact, he said, the Governor of Riau was asked to complete the study again no later than a year after the notification letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of carrying out the orders of the minister in charge of environmental protection and management, Riau Regional Secretary Ahmad Hijazi, instead sent a letter to the Minister of Home Affairs through the Director of Regional Development Development asking for a register number.&nbsp;This kind of temperament, said Arpiyan, is a form of failure to understand the local government in carrying out their duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another failure to understand, when the Riau RTRW Regional Regulation, mandates that the proposal for social forestry must be discussed first in the Riau DPRD.&nbsp;Because of this article, the granting of forest management rights to the community did not reach the central target or was slow.&nbsp;This mechanism, said Devi, contradicts the Regional Government Law, including the Minister of Environment and Forestry Regulation P.83\/2016 on Social Forestry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not to mention the question of peat protected areas which only accommodate about 21,000 hectares in the regional regulation.&nbsp;In fact, the ecological disaster of smog due to forest and land fires in Riau, the majority occurred on peatlands which were partially covered by company permits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, the Riau Government is more concerned with or opening the faucet to investment as much as possible, as stated by Arsyadjuliandi Rachman, when he was still Governor of Riau.&nbsp;While public involvement as a form of openness and accountability, he said, was not accommodated at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Government seriousness<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problems in Riau, North Sumatra, have not yet been resolved, nor are they much different.&nbsp;Iswan Kaputra, Deputy Director of Rural Skills Development (Bitra) Indonesia, said that the current environmental conditions in North Sumatra are experiencing damage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main contribution to the damage was contributed by new plantation companies and expansion of land clearing forests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2013, North Sumatra&#8217;s forests were 1.73 million hectares, three years later, in 2016, 1.64 million hectares of forest remained, aka the average rate of destruction was 90,000 hectares.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He reminded Indonesia that it would be difficult to meet the target of achieving 29-41% emission reduction contributions by 2030 without tackling deforestation and forest degradation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1970s, FAO data, Indonesia&#8217;s deforestation rate was 300,000 hectares per year.&nbsp;From Sunderlin and Resodarmo, 1997, it was stated that in the 1990s, deforestation rose to one million hectares per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysis of Forest Watch Indonesia (FWI) and Global Forest Watch (GFW) 2001 showed, from 1996 to 2000, the deforestation rate was 2 million hectares per year.&nbsp;Furthermore, 1.5 million hectares per year for the period 2001-2010 and 2009-2013 amounted to 1.1 million hectares per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FWI&#8217;s latest study, in three provinces (North Sumatra, East Kalimantan and North Maluku), the rate of deforestation is relatively high, around 240,000 hectares per year for the 2013-2016 period, up from the previous (2009-2013), around 146,000 hectares per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In total, 718,000 hectares of natural forest in the three provinces were lost in three years.&nbsp;Another finding is that around 72% of deforestation in these three provinces is in areas that are burdened with management permits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concessions such as HPH, HTI, oil palm plantations and mining, he said, are the direct causes of deforestation.&nbsp;North Sumatra, he said, was still a bit lucky, with the highest increase in deforestation in Malut and East Kalimantan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In North Sumatra, he said, the actors causing deforestation were industrial forest plantations (HTI) and the expansion of oil palm plantations within forest concessions (HPH).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deforestation by HTI is high because there is land clearing in the early stages of land preparation for plantation forests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The facts of deforestation, he said, demand the government&#8217;s seriousness in reducing emissions, protecting the environment, preventing disasters and conserving natural resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to him, forest degradation and deforestation have caused environmental disasters, such as floods, landslides, droughts and loss of biodiversity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, by looking at the tendency of natural forest loss to shift to Eastern Indonesia.&nbsp;&#8220;This is none other than the natural forest in Sumatra and Kalimantan, it is getting less and less,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conditions can be even worse when the natural forests in Eastern Indonesia are mostly on the coast and small islands.&nbsp;If the forest is lost, he said, the impact is far greater than the loss of forest on the big islands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Island sinking, seawater intrusion and the loss of livelihoods for coastal communities and small islands in Eastern Indonesia are threats.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This forest destruction, automatically makes the earth suffer.&nbsp;The release of carbon emissions continues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An example of the direct impact of deforestation, he said, is that the water catchment area is deforested and is no longer a water catchment area.&nbsp;Even upstream tributaries, he said, can no longer irrigate rivers with normal water discharge.&nbsp;The anomaly of river water discharge, he said, would be more unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He likens it to the human body.&nbsp;\u201cRivers are the veins of the earth\u2026!&nbsp;Water as his blood!&nbsp;If there is too little or too much blood, the body will definitely have problems.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, he said, if the blood has been contaminated with various chemicals, such as sewage into the river, the body will also be susceptible to various diseases, even very deadly ones.\u201d&nbsp;&#8220;Right now, the earth is chronically ill.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the story of the local government&#8217;s commitment to the earth and the environment, he said, so far is very minimal.&nbsp;The existing, he said, is a program from the central government with really good and sharp thinking and concepts.&nbsp;When it comes to the provincial and district governments, he said, it is just a program that is less understood, its meaning and substance, it is far from inspiring in implementing it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDepartments or special agencies in the provinces and districts, view this as just a good program if it is accompanied by a budget.&nbsp;Will stop, if no budget.&nbsp;Likewise, the implementation is only limited without realizing the substance for the sake of a healthy earth.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasized that preserving the environment does not have to sacrifice the community&#8217;s economy and damage the environment, let alone destroy the earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept of mixed crop plantations or polyculture is a plantation concept where all parties, including the environment and the earth will benefit.&nbsp;The community&#8217;s economy is getting better, the environment is maintained, the carrying capacity is very high, and the culture of the community is well maintained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bitra with the community on an area of \u200b\u200b550 hectares planting mixed gardens in the highlands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to mixed crop gardens, agricultural efforts in harmony with nature (organic agriculture) and breakthrough models of economic and ecological maximization, such as the integration of fish and rice in the Mina Padi model, and conservation, by planting trees in the upstream and riverbanks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bitra together with the assisted communities, in a small way, he said, contributed to dealing with the worsening environmental conditions and resulted in the destruction of this earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The community, he said, if invited together, with an awareness approach, not an order, will participate in activities to protect the earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, companies, he said, must be more substantive in protecting nature, not just ceremonial activities and sweeteners for imaging to make it look clean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All parties, he said, collaborated both executive and legislative in making policies in order to maximize the functions of conservation and ecological rehabilitation in protecting the earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From North Maluku, various parties give hope on Earth Day, regarding the need for efforts to improve the environment and reduce earth pressure for various economic interests, especially the extractive industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Natsir Tamalene, Chair of the Biology Study Program at Khairun University, Ternate Malut, so far, biodiversity research said that the problem of pressure and damage to the Earth in North Maluku is due to an anthropocentric perspective and low environmental awareness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exploitation of extractive industries, he said, includes mining, monoculture plantations and forest concessions (HPH).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This damage to the environment and forests, he said, causes the source of oxygen to decrease, water sources to decrease and even become polluted, and to increase carbon sources which have an impact on the survival of living things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deforestation, he said, causes the earth&#8217;s temperature to rise due to reduced oxygen.&nbsp;Not to mention, he said, the damage to mangrove forests on the coast is also the reason for abrasion on the coast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many mangrove forests are cut down for firewood, building houses for settlements.&nbsp;If you look closely, the coastline changes from year to year.&nbsp;Rising sea levels cause abrasion to be seen on the islands of North Maluku.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results of their research showed that there was serious damage to the coast of small islands such as Kayoa, Jailolo and Susupu Beaches, Oantai Toniku, Obi small islands, Bisa Island, Bacan small islands Kasiruta Tawwale.&nbsp;Also in Gane Luar, Gane Dalam, southern Morotai, the small islands of Gotowasi, East Halmahera, the small island of Jarajara in East Halmahera, the coast of North Oba Beach, South Oba.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This is proof that the damage and pressure on the earth is so serious,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other data, every island in North Maluku found plastic waste.&nbsp;In Ternate City, for example, there are eight sources of plastic waste in water areas.&nbsp;This is a threat to the earth today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coastal marine life is affected by microplastic waste contamination which affects the food web in the ocean.&nbsp;&#8220;If it occurs and disrupts the cycle in the marine ecosystem, fish and shellfish in Gamalama, Dufa-dufa and Bastiong markets may be contaminated with the dangers of microplastic waste.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For that, he said, a joint study is needed because the earth is currently experiencing damage from land to sea, due to human activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said rising temperatures have also caused fauna in mountainous areas to migrate to higher ground.&nbsp;Species at the top of the mountain will experience extinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Species with habitats in the tropical rainforests of the Halmahera Island region, which were cleared by mining companies will become extinct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rising temperatures have also led to cases of tropical diseases such as malaria and dengue fever.&nbsp;Moreover, malaria is an infectious disease with the highest intensity in North Maluku.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mining, he said, in ecological studies is a threat, but in economic studies it is very profitable.&nbsp;Unfortunately, the economic structure of North Maluku until now is not the mining, HPH and palm oil sectors but fisheries.&nbsp;It is supported by a sea area of \u200b\u200b\u200b\u200babout 113,796.53 km2 with potential natural resources.&nbsp;Agriculture is the sector that supports the people of North Maluku.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The people of North Sumatra, he said, need to realize that forests are wealth with more value than mining and palm oil companies.&nbsp;&#8220;This is certainly very reasonable because the forest pulse of human life and other living things.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asgar Saleh, Director of Rorano Malut, said that for the forestry sector, although the area is smaller than the sea, it is very significant in maintaining the balance of nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI see that if it is allowed to intentionally exploit in the name of investment, it will be very dangerous.&nbsp;Right now there may be short-term economic gains, for the future, clearly threatening survival in North Maluku and the world in general.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said disaster mitigation and health stated that the economic benefits and investment in the forestry sector, including mining, were not directly proportional to the improvement in the welfare of local residents.&nbsp;This activity, he said, only benefits a small number of investors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This requires regulation at the local level to limit investment in this sector which destroys the forests of Halmahera and several other large islands.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teguh Surya, Executive Director of the Sustainable Madani Foundation, said that the commemoration of Earth Day should be a joint momentum to correct environmental protection issues.&nbsp;This is important because environmental conditions are getting worse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The environment, he said, is still a political commodity and a source of income to finance the costs of politicians and officials in Indonesia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The environment should be a pillar of a sustainable economy.&nbsp;Not a source of income for political expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many licensing sales, he said, were due to the government during the political year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should, he said, the commemoration of Earth Day is not only a mere ceremonial celebration but also a momentum for major changes in
